Available Positions

Monitoring and Evaluation Specialist

Global Affairs Canada, through the High Commission of Canada in Ghana, is recruiting a Monitoring and Evaluation (M&E) Specialist.

The role involves providing expert analysis and support to enhance the capacity of the Ministry of Food and Agriculture (MoFA) and other institutions involved in the Modernizing Agriculture in Ghana (MAG) program. The responsibilities include working on statistical analysis, result monitoring, creating a theory of change, defining targets and indicators, and standardizing data collection and analysis processes.

The M&E Specialist will also offer technical guidance and advice to both MoFA and the Ministry of Local Government, Decentralization, and Rural Development (MLGDRD) concerning the MAG program.

Required Qualifications and Skills

  • Bachelor’s degree or higher from an accredited post-secondary institution.
  • A minimum of 4 years of relevant experience in Ghana.
  • Experience providing technical advisory services to bilateral or multilateral organizations.
  • Proven ability to develop monitoring and evaluation tools, both independently and collaboratively.
  • Experience in M&E services in the agricultural sector, decentralized governance, and gender equality results.
  • Strong collaboration skills with various stakeholders.
  • Excellent English writing abilities.
  • Proven experience in monitoring and evaluating international development programs.

 

Decentralization Public Financial Management Specialist

Global Affairs Canada, through the High Commission of Canada in Ghana, is seeking a Decentralization Public Financial Management (PFM) Specialist to assist with the finalization and reporting of projects, evaluate and manage performance risks related to PFM for on-budget initiatives, and support the planning of future agricultural projects in Ghana. The role involves tracking and reporting on Ghana’s PFM priorities and challenges, especially concerning decentralized government institutions. Additionally, the specialist will contribute to policy dialogue and coordinate with donors on Ghana’s PFM reform efforts. The Decentralization PFM Specialist will offer technical expertise and support to the Ministry of Food and Agriculture (MoFA) and other MAG program beneficiaries.

Required Knowledge and Qualifications

  • A bachelor’s degree from a recognized institution.
  • Minimum of 5 years of relevant work experience in Ghana.
  • Proven experience providing technical advisory services on PFM matters to bilateral or multilateral organizations.
  • Familiarity with Ghana’s decentralized governance system, particularly within the agricultural sector.
  • Experience working with government and donors on public financial management, project planning, budgeting, and monitoring, including in donor coordination settings.
  • Strong English writing abilities.
  • Experience in monitoring or evaluating budget support programs for international development.
